The background is complicated, but I found a column that explains it.  Basically the Senate seems to have misread the House and adopted a compromise that Bush liked because if favored insurance companies over physicians, but the House then overwhelmingly passed a bill that favored physicians over insurance companies, and did so with the backing of the AARP.  That completely changed the atmosphere in the Senate, where the Democrats abandoned the deal with the Republicans (they'd never have gotten their version accepted by the House anyway).  Here's the relevant part of the column:&lt;br&gt;&lt;br&gt;"Astonished by the landslide in the House, Senate Majority Leader Reid and the Senate Democrats decided to shelve the bipartisan compromise and bring the bill that had just passed the House to the Senate.&lt;br&gt;&lt;br&gt;Late Thursday night they did just that and missed getting the necessary 60 votes by only one Senator.&lt;br&gt;&lt;br&gt;This led to what Laszewski describes as "a very undignified scene on the Senate floor . . . Republicans felt betrayed," he explains, "thinking they had an amicable deal to get past the cuts and go home."&lt;br&gt;&lt;br&gt;The Washington Post provides some of the gory details: "The roll call vote was held open for an additional 25 minutes so Sens. Barack Obama (D-Ill.) and Hillary Rodham Clinton (D-N.Y.) could make it to the chamber from their fundraiser at the Mayflower Hotel.&lt;br&gt;&lt;br&gt;"Sen. Jim Bunning (R-Ky.) grew irritated about waiting for Clinton, the last to arrive, and called for 'regular order' to shut down the vote. That led to a shouting match with Sen. Robert C. Byrd (D-W.Va.), who yelled 'Who are you?' and mockingly called his colleague a 'great baseball man.'&lt;br&gt;&lt;br&gt;"Bunning, a Hall of Fame pitcher in the 1950s and 1960s, shouted back that he has the same rights on the floor as Byrd, the longest-serving senator in history and the chamber's leading parliamentary expert. The exchange ended with Byrd loudly laughing . . 'That display last night on the floor is something I've never seen,' said Sen. For those that get their wealth from their families, they do not pay taxes at the same level as those who work for it because the income is viewed and taxed diferently.  &lt;br&gt;&lt;br&gt;We all pay the taxes that you named, but we also pay about another 90+ taxes that have come into existence since the time of the income tax as part of our Constitution.  Wouldn't less taxation on the people who make money encourage them to spend it, invest it, and use it more than if they are taxed and therefore not allowed to decide how the money is used, but the government decides.&lt;br&gt;&lt;br&gt;Have we seen any stories lately, say the last 30 years of government efficiency in makig things happen.  Can't remember too many, but if we give the government (at all levels) enough money they will take care of us, especially those who have been taught in public (government) schools who unfortunatley have been increasingly less-educated in recent years.  Saw a state today that we have have a 68% graduation rate but have spent since 1980(?) more than 3x in adjusted dollars on education. The private sector has and in most cases always will do a better job of finding cures for diseases...Reagan knew this.  No one deserved to die of AIDS, but it wasn't the government's fault either...it happened and the bottom line was that people and their own actions were to blame...what is lost in this argument is the innocent children, raped women, those who had medical blood transfusions, etc., who suffered and to a degree are still suffering.  Government intervention might have slowed down the progress we've made thus far.&lt;br&gt;&lt;br&gt;This is one thing I do not like about liberalism. Conservatives believe in personal responsibility, don't blame no one but yourself. You're wrong about sexually transmitted diseases. But then, I have been underestimating Americans for years now.&lt;br&gt;&lt;br&gt;on this topic, though, Byrd and Bunning's exchange just shows how ridiculous the Senate, as a body, has become. Arlen Specter's speech - which was delivered to an empty chamber, depressing as usual - highlights artfully how the Senate has been misused and ineffectual.
